General John Sanford Mason:

Born in Steubenville, Ohio, in 1824, John Mason was educated at Kenyon College,Washington College, and West Point. He married Annie Judkins of Steubenville in 1847, and had two children with her. A 2nd Lieutenant in the Mexican War, he then was stationed in California in 1852-1854, and subsequently at Fort Yuma. He served in the Civil War until he left active duty for medical reasons in 1863 and became Provost-Marshall General and Chief Mustering and Disbursing Officer for California and Nevada, gaining the brevet rank of brigadier general. After the war, with the regular army rank of major, Mason took command of the District of Arizona and arrived at Fort Whipple in June of 1865. When he arrived, he wrote an order to arrange U.S. forces for the protection of settlers in the Department of California, which included the Territory of Arizona. Article V of his General Order No. 11, issued October 31, 1865, stated that .all apache Indians in this territory are hostile, and all men large enough to bear arms who may be encountered, will be slain wherever met, unless they give themselves up as prisoners.. His overall plan was to place all Indians on reservations, feed and protect them there, and attack all others from all directions. He was removed from command of the area in June of 1866, and by the time of his retirement in 1888, he has risen to the rank of colonel.
